1. EU Softens Solar Import Rules, Alleviating Export Headwinds

Major trade adjustments were announced at this week’s EU Summit. The initial proposal of blanket import tariffs on PV modules has been revised. Restrictions now only apply to large ground-mount solar plants backed by EU public subsidies and policy loans. Privately funded residential and commercial distributed solar projects retain full freedom to source imported modules. Policymakers are prioritizing high-efficiency BC modules and low-carbon BIPV solutions, delivering improved export prospects for premium solar products.
The public financing ban targeting Chinese inverters and energy storage PCS equipment remains active, creating equipment supply shortages for utility-scale solar farms. Household solar-storage systems are fully exempt and continue to see strong market demand. European PV manufacturing bodies pushed for fresh anti-dumping and anti-subsidy probes, yet the proposal was not tabled for summit voting, ruling out new tariff measures in the near term.
 

2. National PV Policies on Land Utilization & Market Rollout

  • Spain: A two-year moratorium on agricultural ground-mounted solar developments entered into force in the Balearic Islands. Rooftop solar installations and expansions of existing projects are exempt. Domestic PV operators keep securing municipal power supply deals and launching bundled residential solar packages, sustaining steady growth in national installed capacity.
  • France: Financial closing has been completed for a 5GW domestic mega solar factory. Equipped with TOPCon production lines, the facility qualifies for subsidies under the EU Net Zero Industry Act and is slated to commence manufacturing in 2027 to ease regional module supply shortages.

 

3. Exhibition Preview: Intersolar Europe Munich Fast Approaching

Intersolar Europe 2026 will open on June 23 in Munich, centering on three key sectors: solar-plus-storage integration, perovskite tandem cells and building-integrated photovoltaics (BIPV). Widespread grid absorption constraints across Europe have made hybrid solar-storage systems standard for new PV builds, alongside accelerated EU policy support for energy storage deployment.
 

4. PV Supply Chain Market Update

Conventional TOPCon module prices in Europe ticked upward amid ongoing inventory destocking across distribution channels. High-efficiency back-contact modules maintain substantial price premiums, with BIPV orders posting month-on-month growth. Ample silicon feedstock supplies compress profit margins for midstream manufacturers, though end-user demand for residential and commercial solar builds stays robust.
